Consider a resolution authorizing the City Manager to execute a professional services agreement with Westwood Professional Services, Inc., of Fort Worth, Texas, for the design and contract administration of the Mount Gilead Road Hike and Bike Trail Improvements, for the Parks and Recreation Department.
Action Requested:
Consider a resolution authorizing the City Manager to execute a professional services agreement with Westwood Professional Services, Inc. for the design and contract administration of the Mount Gilead Road Hike and Bike Trail Improvements in the amount of $98,550.00.
Background:
The City has contracted with Westwood Professional Services, Inc., for the preliminary design, survey, and construction administration services on four of the last Hike and Bike Trail Projects, the Whitley Road Safe Routes to School, Shady Grove Trail Connection, Barbara Lane Trail Connection, and Whitley and Bear Creek Trail Connection Projects. This trail connection will add approximately .35 miles of a 10’ wide concrete trail from Woodborough Lane east to Roanoke Road, then north approximately another 500 feet. Once designed, the project will be bid for construction, which will be presented to City Council for approval at that time.
Financial Impact:
The trail design, survey, and construction administration services portion of the project, in the amount of $98,550.00 shall be paid from the Parks Capital Improvement Project Fund with funding from the adopted FY2024-25 Keller Development Corporation Budget. The actual construction of the trail is expected to cost approximately $1,065,656.00 and shall also be paid from the Parks Capital Improvement Project Fund with funding from the adopted FY2024-25 Keller Development Corporation Budget.
Citizen Input/Board Review:
The Parks and Recreation Advisory Board has recommended this trail as the next segment to design and construct. This trail connection will extend the existing trail along Mount Gilead to the east another 1,350 feet, then north an additional 500 feet. The Mount Gilead proposed segment has been on the Hike and Bike Master Trail Plan since the plans inception in the late 1990’s, and the Roanoke Road proposed segment has been on the Hike and Bike Master Trail Plan since 2007.

The City Attorney has reviewed the proposed agreement.
