PUBLIC HEARING: Consider a request for Specific Use Permit (SUP) for two 840 square-foot detached carports, on 5.05 acres, located on the east side of Keller Smithfield Road S., on the northeast corner of the south intersection of Bear Creek Parkway and Keller Smithfield Road S., legally described as Lot 1A HS, Block 1 of Sunny Meadows Addition, zoned Single-Family 8,400 square-foot lot size or greater (SF-8.4) and addressed 413 Keller Smithfield Road S. Kazim Raza, Applicant. Muhammad Fasih and Hina Fasih, Owners. (SUP-2501-0002)

Body

Background:

The subject property was originally platted in 1986. According to the Tarrant Appraisal District, the main home was built in 1989.

The Applicant is requesting an SUP for two approximately 840 square-foot carports. One carport (carport A) has a roof height of 9 feet and will be used for the property owner’s vehicles, and the other (carport B) has a height of 12 feet and will be used to store the property owner’s RV.

In all residential zoning districts, an SUP is required for a detached carport.

Carport Location:

UDC Section 9.01(A)(1)(f) states that detached carports shall be located at the rear of the property and observe all building setback requirements.

Carport A will be located to the north side of the main home. The front of the carport will be in line with the front of the main home.

Since the Stop Work Order was issued, carport A has been demolished. It was previously being constructed in front of the main home but will be relocated to the side of the home.

Carport B will be located behind the main home and approximately 26 feet from the south (side) property line.

Elevations:

The covered area for each carport is approximately 24’ wide and 35’ deep (840 square feet total). The average height of carport A is 9 feet and carport B is 12 feet. Both carports will be constructed of metal support beams and a metal roof.

Summary:

Section 8.02 (F)(2) of the UDC states that when considering a SUP request, the Planning and Zoning Commission shall consider the following factors:

1)                     The use is harmonious and compatible with surrounding existing uses or proposed uses;

2)                     The activities requested by the applicant are normally associated with the permitted uses in the base district;

3)                     The nature of the use is reasonable and appropriate in the immediate area;

4)                     Any negative impact on the surrounding area has been mitigated; and

5)                     That any additional conditions specified ensure that the intent of the district purposes are being upheld.

Citizen Input:

On January 30, 2025, the City mailed out 29 letters of notification for this Public Hearing to all property owners within three-hundred feet (300’) of the subject site. A public hearing notice sign was posted on the site.

SUP Request:
