Body

Action Requested:

Consider a resolution entering an Interlocal Agreement with City of Southlake for the Alta Vista Water Line project, and authorizing the City Manager to execute said agreement on behalf of the City of Keller.

Background:

The Cities of Keller and Southlake share a 5-mile concrete water transmission main that is approximately 40 years old.  Beginning in FY 2022-23, the Cities applied for federal funds to replace the water line due to repairs and concerns the infrastructure is at end-of-life.  The City of Keller was awarded $750,000 with the FY 2023-24 Appropriations and $1,000,000 with the FY 2025-26 Appropriations or a total of $1,750,000.  The funds require a 50% match which both City will share 25% or $875,000 each.  Keller was recently approved to go forward with use of the funds and is still awaiting the combination of the two-appropriation year fundings.  The Funds will go towards the design and engineering of the Alta Vista line replacement.

For the interlocal agreement, Southlake will handle the Request for Qualifications related to the design/engineering firm, compliance with federal funding requirements, and pay for the vendor.  Keller will work with the Environmental Protection Agency, reconcile the grant funds, and reimburse Southlake for expenditures with the grant and Keller match amount.

Financial Impact:

The City of Keller was awarded $750,000 with the FY 2023-24 Appropriations and $1,000,000 with the FY 2025-26 Appropriations or a total of $1,750,000.  The funds require a 50% match which both City will share 25% or $875,000 each.
