Consider a resolution approving a unit-price proposal with Core & Main LP for Neptune water meters and accessory components, for the Utility Billing Department, for a one-year period, with the option for four (4) additional one-year renewals; declaring Core & Main LP a sole-source provider in accordance with Texas Local Government Code Section 252.022(a)(7); and authorizing the City Manager to approve annual unit pricing adjustments and execute all related documents on behalf of the City of Keller, Texas.
Action Requested:

Background:
Water meters are an essential part of the operations of the Water and Wastewater Fund. Monthly water bills are based on the amount of water used by customers, as measured by the water meters. With over 16,500 water meters in use and an estimated useful life of ten (10) years, the City replaces approximately 1,650 meters annually, in addition to installing meters for new development.
The City's existing water meters and meter reading technology utilize Neptune equipment. Core & Main LP is the sole authorized distributor of Neptune water meters in North Texas, qualifying the purchase for the sole-source exemption under Texas Local Government Code Section 252.022(a)(7).
Water meters and accessories are purchased on an as-needed basis throughout the year. The proposed approval establishes unit pricing rather than an annual not-to-exceed amount. The proposal also provides for four (4) optional one-year renewals, with annual unit pricing adjustments subject to City approval.
Financial Impact:
The FY 2026-27 Water and Wastewater Fund budget provides $389,143 for the purchase and replacement of water meters. Purchases will be made as needed, subject to available budget appropriations.
