Title

Next Level Agenda Item: Consider a resolution authorizing a contract with Viking Industrial Painting for the repainting of the elevated water tower located at Main Street/US377 and Keller Parkway/FM1709; selected from the TX Buy Board cooperative (Contract #761‑25); and authorizing the City Manager to execute all related documents.

Body

Background:

The city proposes repainting the elevated water tower located at the northeast corner of Main Street/US377 and Keller Parkway/FM1709. The last time this water tower had any substantial maintenance was in 2001 when it was last repainted.  As a result of concerns raised about its appearance, staff initiated a two-fold effort to determine its structural condition and to select a painting contractor to refurbish its appearance.

In January of 2026, Baird, Hampton, & Brown (BHB) was selected to perform a visual and non-invasive inspection of the water tower to determine if there were any structural concerns. That work resulted in an assessment that there were no obvious structural issues and that its condition was structurally sound with flaked coating, exposed oxidization, and small repairs.

As a result, Viking Industrial Painting was contacted to provide a cost estimate to repaint the water tower.  Viking Industrial was selected through the TX Buy Board cooperative Contract #761
‑25; Water Storage Tank Maintenance and Rehabilitation + Trenchless Pipe Repair.

The work will include abrasive blasting, application of a multi
‑coat urethane coating system, reinstallation of logos, and full lead‑abatement and containment procedures due to the existing coating materials. Work is expected to begin after the first of the year, depending on weather, and is expected to take approximately 6 to 8 weeks.

Financial Impact:

The cost to perform this work is to be $249,200 with funds coming from the Facility Capital Improvement Fund through project savings.  If unforeseen circumstances are encountered, which results in an overage of the project budget, further council action and a budget amendment may be required.
