Action Requested:                     

Consider a resolution approving an Agreement for Professional Services with Freese and Nichols, Inc., of Fort Worth, Texas, relating to Phase IV of the Utility Master Plan Updates and Assessments Project, in the amount of $300,000.00.

 

Background:                     

The Utility Master Plan Updates and System Assessments Project (Project) is a multi-year comprehensive effort wherein Phase IV is programmed in the approved Capital Improvement Plan for FY 2020-21.  On August 7, 2018, March 5, 2019 and July 21, 2020, City Council approved Agreements for Professional Services with Freese and Nichols, Inc. relating to Phases I, II and III of the Project via Resolution Nos. 4022, 4098 and 4265, respectively.

The work for Phase I is completed and with the ongoing work in Phase II and III, Phase IV is now required as outlined in the Project Plan (copy attached for reference).  The proposed Agreement provides the services required for Phase IV which includes the following Sanitary Sewer System Evaluation activities in the next prioritized area of the City having high amounts of inflow and infiltration according to the flow monitoring completed in Phase I of the Project:
                     530 sanitary sewer manhole inspections
                     160,000 linear feet of sanitary sewer main smoke testing
                     A Technical Memorandum summarizing results and recommendations.

The work required to complete Phase IV of the Project is estimated to take 12 months.

 

Financial Impact:

Total cost of Phase IV of the Project is $300,000. Funds are available in the Water System Capital Improvement Program Fund with funding from the Water-Wastewater Utility Fund.
