Action Requested:                     

Approve an amendment to the City of Keller Code of Ordinance by amending Chapter 18, Traffic, Article II, Speed Limits.

 

Background:                     

The Municipal Code establishes speed limits on all public streets as well as specific times for reduced speed limits by time of day for school zones.

 

For the 2024/25 school year, the Keller ISD has changed the afternoon release times to be 15 minutes later than in the previous year.  While this change does not affect any of the morning school flash times, it has impacted the afternoon flash times.

 

School flashers typically operate 30 minutes before the release time and continue until 30 minutes after the release time.  The 15-minute shift in release time has created an imbalance of coverage for school pedestrians by only providing for 15 minutes of “flash time” for pedestrians after released from school. Staff recommends amending the flash times to the 30 minutes before and 30 minutes after the new release time.

 

If approved, staff will modify the Municipal Code to reflect the 15-minute shift as well as revise all static signs to match the Municipal Code. This will be done over the winter holiday break to minimize the impact to the driving public.

 

Section 18-210 of the Municipal Code is recommended to be changed as follows:

 

                     (1) Bear Creek Intermediate School:

                     (2) Hidden Lakes Elementary School:

7:25 a.m. to 8:25 a.m.

                     (3) Indian Springs Middle School and Keller Center for Advanced Learning:

                                          a. Willis Lane from Bursey Road to North Tarrant Parkway

7:15 a.m. to 9:00 a.m.

2:30 p.m. 2:45 p.m. to 4:15 p.m. 4:30 p.m.

b. North Tarrant Parkway from Willis Lane to Whitley Road

7:15 a.m. to 9:00 a.m.
