Action Requested:

Consider a resolution approving an Agreement for Professional Services with Kimley-Horn to provide engineering services for the Mt. Gilead Road Reconstruction project in the amount of $2,092,100.00.

Background:

Mt. Gilead Road is currently a two lane road with a rural cross section.  It is included in the updated Major Thoroughfare Plan as a four lane arterial.  With the Center Stage development underway and continued expansion of Milestone Church, improvements to Mt. Gilead Road are needed.  Both developments will be participating in road improvement costs relative to their respective traffic impacts and Impact Fee contributions.

The scope of this contract includes utility coordination, community engagement, data collection and analysis, intersection evaluation, roadway design, Oak Drive intersection design, retaining wall design, right of way documentation, appraisals and negotiations, accessibility review and bidding phase services. The project will be designed, and ultimately constructed, in two Phases. The first phase will be the west section from US 377 to just east of the Milestone Church property, and the second phase will be the east section from the Milestone Church property to Bourland Road.

Financial Impact:

Funding has been included with the Street System Capital Improvements Project Fund with funding provided by the General Fund and Roadway Impact Fees.
