Action Requested:
Conduct a public hearing and consider a request to approve amendments to the City of Keller Unified Development Code (UDC) related to automobile electric charging stations in the Neighborhood Services, Retail, and Old Town Keller zoning districts.
Background:
As part of the comprehensive 2015 Unified Development Code (UDC) update, the use "Automobile Electric Charging Stations" was added to the use charts for the Neighborhood Services, Retail, Old Town Keller, Town Center, and Town Center Medical zoning districts. At that time, the use was designated as requiring a Specific Use Permit (SUP) in the Town Center, Town Center Medical, and Old Town Keller (Main Street Subdistrict) zoning districts, while designated as permitted by right in the Retail, Neighborhood Services, and Old Town Keller (Neighborhood Subdistrict) zoning districts.
The proposed amendment would modify the use charts of the Retail, Neighborhood Services, and Old Town Keller (Neighborhood Subdistrict) zoning districts to require a Specific Use Permit (SUP) for automobile electric charging stations.

Summary:
The proposed UDC Amendments include:
1. Change the use "Automobile Electric Charging Stations" from Permitted to Specific Use Permit (SUP) required in the Retail, Neighborhood Services, and Old Town Keller (Neighborhood Subdistrict) zoning districts.
Citizen Input:
An amendment to the text of the UDC requires a public hearing notice to be published in the local newspaper ten (10) days prior to the scheduled Planning and Zoning Commission meeting date and fifteen (15) days prior to the City Council Meeting Date. The notice for the Planning and Zoning Commission public hearing was published in the August 1, 2026 edition of the Fort Worth Star-Telegram. Staff has not received any comments from the public on the proposed UDC Amendments.
Alternatives:
Planning and Zoning Commission has the following options when considering an amendment to the text of the UDC:
• Recommend approval as submitted
• Recommend approval with modifications or additional amendments(s)
• Table the agenda item to a specific date with clarification of intent and purpose
• Recommend denial
City Council Action:
If the Planning and Zoning Commission takes action and makes a recommendation on this agenda item, then this UDC Text Amendment application will be scheduled for City Council action on September 1, 2026.
