Consider a Resolution approving a Memorandum of Understanding with the City of Fort Worth for the City of Keller’s participation as a member of the TRIDENT Center, and authorizing the City Manager to execute the agreement.
Background:
The Fort Worth Police Department established its Regional Real-Time Crime Center (R-RTCC) in September 2023 and subsequently developed the Tactical Real-Time Intelligence, Detection, Enforcement of North Texas (TRIDENT) Center as a regional, multiagency capability. The TRIDENT Center is designed to coordinate and share real-time intelligence and technology resources among participating law enforcement agencies to enhance officer safety, improve response to crimes in progress, support investigations, and more effectively identify and apprehend offenders. Real-time crime centers are increasingly being utilized by law enforcement agencies to integrate technologies such as video systems, computer-aided dispatch, records management systems, drones, and other intelligence resources. RTCCs assist officers in locating wanted offenders, missing persons, stolen vehicles, and suspects in violent crimes.
Participation in the TRIDENT Center would provide the Keller Police Department with access to a regional intelligence-sharing and technology platform while leveraging resources and capabilities already maintained by participating agencies. Under the proposed MOU, Keller would provide designated technology/data access, one employee to support TRIDENT operations, an agency representative to the advisory committee as appropriate, and access to its primary radio channel and one secondary talk channel.
The partnership is consistent with the department's commitment to utilizing technology, regional collaboration, and intelligence-led policing to enhance public safety while maintaining appropriate safeguards for the use and sharing of law enforcement information.
Financial Impact:
There is no financial impact to enter into this agreement. Keller would remain responsible for the personnel costs associated with the employee assigned to the TRIDENT center. This employee will provide direct and additional resources to all Keller PD detectives to help clear cases and improve case clearances for the Keller Police Department.
