PUBLIC HEARING: Consider a request for a Specific Use Permit with variances, for a 253 square-foot carport, on .44 acres, located on the west side of Oak Bend Lane, approximately 1533 feet north from the intersection of Rapp Road and Oak Bend Lane, legally described as Lot 17, Block 4 of the Oak Bend Estates, zoned Single-Family 20,000 square-foot lot size (SF-20) and addressed 1124 Oak Bend Lane., Richard and Christine Carreno, Applicant/Owner. Body
Background:
The Applicant is requesting an SUP to construct a 253 square-foot carport on the property located at 1124 Oak Bend Lane.
In the SF-20 zoning district, an SUP is required for a carport.
When the owner purchased the property over 20 years ago, an existing carport was located at the same location as the new proposed carport. The previous carport was removed as it could not fit the owner’s vehicles.
There is an existing 24 inch retaining wall around the proposed carport location. This has been located on the property for over 20 years.
Site Design:
The site plan submitted by the Applicant indicates the carport will be located along the existing driveway, approximately 22 inches from the north property line (side yard) and 15 feet from the west property line.
The side yard setback requirement for this property is approximately 12 feet and 6 inches. The applicant is requesting a variance to encroach the side yard setback by approximately 10 feet and 6 inches.
Carport details:
The proposed carport is 11’ wide and 23’ long (253 square feet total) at roof line. The maximum height of the carport is 12 feet and 6 inches. The proposed building material for the structure is all metal. The roof will also be composed of metal with a dark green color.
Existing structures:
According to the Tarrant Appraisal District, the main home was built in 1986 and is approximately 3,164 square-feet.
There are two existing structures on the property;
1. Existing shed (248 square-feet)
2. Existing shed (146 square-feet)
The UDC limits the number of accessory structures on a single-family lot to two.
The Applicant is requesting a variance to allow for 3 accessory structures on the property.
The combined square-footage of the existing structures and the proposed carport is less than 50% of the square-footage of the existing home.
SUP Request:
1. An SUP for a 253 square-foot carport in the SF-20 zoning district.
Variance Request:
1. A variance to allow for more than 2 accessory structures on the property.
2. A variance to allow the proposed structure to encroach the side yard setback by 10 feet and 6 inches.
Summary:
Section 8.02 (F)(2) of the UDC states that when considering a SUP request, the Planning and Zoning Commission and City Council shall consider the following factors:
1) The use is harmonious and compatible with surrounding existing uses or proposed uses;
2) The activities requested by the applicant are normally associated with the permitted uses in the base district;
3) The nature of the use is reasonable and appropriate in the immediate area;
4) Any negative impact on the surrounding area has been mitigated; and
5) That any additional conditions specified ensure that the intent of the district purposes are being upheld.
Citizen Input:
On August 13, 2026, the City mailed out 31 letters of notification for this Public Hearing to all property owners within three-hundred feet (300’) of the subject site. A public hearing notice sign was posted on the site.
Staff has received no public feedback in response to this request.
Alternatives:
The Planning and Zoning Commission has the following options when considering a Specific Use Permit with variances:
• Recommend approval as submitted (with requested variances).
• Recommend approval with modified or additional condition(s).
• Table the agenda item to a specific date with clarification of intent and purpose.
• Recommend denial.
City Council Action:
If the Planning and Zoning Commission takes action and makes a recommendation on this agenda item, then this Specific Use Permit application will be scheduled for City Council action on September 15, 2026.
