Consider a resolution approving a construction contract with Prater, of Rowlett, Texas, for the Pearson Pump Station Backup Generator Project for the Public Works Department, and further authorizing the City Manager to execute all contract documents relating thereto on behalf of the City of Keller, Texas.
Action Requested:
Approve a construction contract with Prater, of Rowlett, Texas, relating to the Pearson Pump Station Backup Generator Project, for the Public Works Department in the amount of $2,400,000.
Background:
As part of the American Rescue Plan Act (ARPA) of 2021, the City was allocated $11,698,718.01 for recovery from COVID-19 impacts. On September 7, 2021, the city council approved using the ARPA funds as follows:
• Maintain Water Tanks ($4,500,000),
• Add/Upgrade Generators to Water facilities ($2,700,000)
• Replace Water and Sewer lines on Elm Street ($1,375,000),
• Replace water and wastewater lines ($910,437),
• Install smart meters ($839,563),
• Recover Revenue at The Pointe ($698,718.01), and
• Replace Water and Sewer Lines on Bates Street ($675,000).
On October 30, 2024, two (2) bids were received for the Pearson Pump Station Backup Generator Project. Staff, with the assistance of Freese and Nichols, evaluated the bids and references, as well as the ability to deliver the project on a timeframe where the city does not lose the ability to utilize federal ARPA funds. As a result, staff recommends Prater, of Rowlett, Texas be awarded the contract in the amount of $2,400,000, with construction to be substantially completed by the end of 2026. A bid tabulation is included for reference.
Per the requirements of ARPA, these funds must be obligated by the City by December 31, 2024, and completely spent by December 31, 2026. Any funds either not obligated or spent by their due date must be provided back to the federal government.
Financial Impact:
Funding is included in Water & Wastewater Capital Improvements Project Fund with funding provided by the Water & Wastewater Utility Fund and ARPA funds. As unforeseen circumstances are encountered that results in an overage of the project budget, further council action and budget amendments may be required.
