Action Requested:

Consider a resolution approving a Chapter 380 Economic Development Program Agreement, for a City of Keller Façade Improvement Grant, in the amount of $10,000.

 

Background:

Applicant, Brian Palfrey, is requesting a $10,000 façade improvement grant for the demolition of the property located at 207 S Elm Street. The total estimated cost of eligible improvements is $10,500.

 

The demolition is the first step of the applicant’s goal of constructing a two-story commercial building for restaurant/retail on the site.

 

Financial Impact:

The remaining program budget for the 2023 Fiscal Year is $35,000. If approved, the remaining budget would be $25,000.

 

Citizen Input/Board Review:

The Keller Economic Development Board voted 5-1 to recommend approval, with an amendment to payment terms, allowing Grantee to receive reimbursement upon issue of the building permit for the new construction.

 

Legal Review:

The City Attorney’s Office has reviewed the proposed Chapter 380 Agreement.

 

Alternatives:

City Council has the following alternatives:

-                     Approve with changes

-                     Denial
