Action Requested:                     

Approve the purchase of a replacement sewer easement machine and associated equipment, for the Wastewater Collection division of the Public Works Department, from CLS Equipment Company, Inc. of Richardson, Texas through the Buyboard Purchasing Cooperative; and authorizing the City Manager to execute all documents relating thereto on behalf of the City of Keller, Texas in the amount of $71,066.88.

 

Background:                     

The requested replacement sewer easement machine is to be utilized by the Public Works Department in order to provide sewer clearing and cleaning services in areas not accessible to larger equipment. The existing sewer easement machine is 24 years old and in need of substantial refurbishing to keep in operating order.

The City created a Fleet Management Plan during Fiscal Year 2011-2012 to provide standards and improve consistency and efficiency in the management and procurement of City vehicles and equipment. The plan established a Fleet Management Committee made up of representatives from Public Works, Parks, Finance, Administration, Police, Fire, Utility Billing and Building Services to implement fleet policies and review vehicle and equipment requests during the annual budget process.

During the initial establishment of the Fleet Management Plan, it was determined that the small-vehicle fleet would be budgeted via account transfers from their applicable operating funds at the start of the program. This was not applied to other equipment purchases such as loaders, excavators, tractors and/or other specialized equipment like this at the time due to the expense. The purchase of this sewer easement machine will continue the process of rolling these types of equipment purchases into the Fleet Replacement Fund and will continue with the replacements of equipment items in the future.

The proposal from CLS Equipment Company utilizes a cooperative purchasing contract. The Buyboard Purchasing Cooperative is a purchasing program that allows state and local governments to benefit from the shared purchasing power of numerous state entities.

City staff has reviewed, and recommends approval of the proposal from CLS Equipment Company, Inc., in an amount of $71,066.88, which provides for the lowest and most responsive unit rates for this type of equipment.

 

Financial Impact:

Funding for this purchase is included in the Fleet Replacement Fund, with funding provided by the Water & Wastewater Utility Fund.

The City Attorney has reviewed and approved this item.

Staff recommends approval of the item as presented.
