Consider an ordinance calling a Special Election to be held on November 3, 2025, in the City of Keller, Texas, for the purpose of submitting to the qualified voters a proposed amendment to the City Charter, Section 4.01 - Elections, in accordance with the Texas Local Government Code and Texas Election Code.
In preparation for the November 3, 2025, Special Election, staff has prepared three draft ordinances for Council consideration regarding a potential amendment to Section 4.01 of the City Charter. Each option allows Keller to transition from May to November elections while retaining three-year staggered terms. The primary differences between the options involve when the transition begins and the frequency of future elections.
Option I: Full Transition to Annual November Elections Beginning in 2026
• All elections move to the November uniform election date starting in 2026.
• Mayor, Place 5, and Place 6 would be elected in November 2026.
• Place 1 & 2 in November 2027, Place 3 & 4 in November 2028.
• Elections would continue annually each November with three-year staggered terms.
• No election would be held in May 2026.
Option II: Transition Beginning in 2027, Keeping May 2026 Election
• The May 2026 election proceeds as currently scheduled for Mayor, Place 5, and Place 6, with those terms ending in November 2029.
• Place 1 & 2 transition to November in 2027, Place 3 & 4 in 2028.
• Beginning in 2027, elections would occur annually each November with staggered three-year terms.
Option III: Transition to November Elections with Two-Years-On, One-Year-Off Cycle
• The May 2026 election is held as scheduled for Mayor, Place 5, and Place 6 (terms ending November 2029).
• Places 1-4 are all moved to the November 2027 election (terms ending November 2030).
• Afterward, elections follow a two-years-on, one-year-off cycle:
o 2029: Mayor, 5, 6
o 2030: Place 1, 2, 3, 4
o 2031: No election
• The cycle then repeats.
