Consider a resolution approving the purchase of concrete construction services from CI Pavement of Grand Prairie, Texas; through the TIPS Purchasing Cooperative, for the MSC Asphalt Replacement project for the Public Works Department; and authorizing the City Manager to execute all documents relating thereto on behalf of the City of Keller, Texas.
Action Requested:
Consider a resolution approving the purchase of concrete construction services from CI Pavement of Grand Prairie, Texas; through the TIPS Purchasing Cooperative.
Background:
The TIPS Purchasing Cooperative is a purchasing program that allows state and local governments to benefit from shared purchasing power. Utilizing this type of program for construction and repair services meets the City of Keller’s competitive bidding requirements and streamlines the purchasing process.
Since 2014, the City has budgeted $35,000 annually to replace the asphalt parking surface at the Municipal Service Center in phases. Through successive years, it was determined that continued funding at that initial level would be insufficient to continue replacement of the deteriorating asphalt surface before it became unusable. In FY 2020-21, an additional $30,000 was provided for a one-time sealcoating of the existing asphalt in order to extend its life as much as possible, while continued funding at the new level would continue replacement activities over successive years.
Other replacement methods were explored during the FY 2020-21 budget process, including complete replacement of the remaining asphalt surface, but upon review of initial estimates, proved either cost or operationally prohibitive in the near term.
City staff has reviewed and determined that the bid from CI Pavement of Grand Prairie, Texas provides for the lowest and most responsible unit prices for such services and recommends the purchase of concrete construction services in the amount of $89,560.35.
Financial Impact:
The project will be funded from the Water & Wastewater Utility Fund - MSC Operations budget with the $24,560.35 difference to budget being made up through other operational savings.
