PUBLIC HEARING: Consider a resolution replacing the 2012 Major Thoroughfare Plan with the 2022 Major Thoroughfare Plan.
Action Requested:
Conduct a public hearing regarding the replacement of the 2012 Major Thoroughfare Plan with the 2022 Major Thoroughfare Plan. No City Council action is required at this time.
Background:
All municipalities are required to have a Major Thoroughfare Plan (MTP) that outlines the future transportation needs of a community. The MTP defines what future transportation needs can be expected and allows the city to secure the necessary right of way in anticipation of those future needs.
The recent adoption of the Future Land Use Plan (FLUP) changed what the city can expect the future to be as land uses and densities were better defined and updated. Based on the city’s updated vision of the future, a transportation network was developed to meet the anticipated future needs of the city. This update was also needed because the Impact Fee program is being updated and requires a “Transportation Master Plan” from which the impact fee program would determine what can be expected in the next 10 years.
Significant changes of note to the previous 2012 MTP are:
• Removes the Rapp Rd connection between US377 & Whitley
• Removes the Shady Grove connection between Rapp Rd & Rufe Snow
• Replaces four-lane undivided roadways with either 4-lane divided or 3 lane roadways
• Provides definition for intersections
• Includes roadways that were notably absent
• Aligns “border connections” to adjacent cities to be similar in right of way needs
With the collection of public comments, staff will make any necessary changes based on these comments and council direction.
Staff will return to the City Council in October for formal adoption of a comprehensive MTP document (not just the MTP map) that documents the methodology of its development, the differences between this and the previous MTP, intersection analysis, right of way impacts and roadway cross section assumptions
Citizen Input/Board Review:
At their Regular Meeting held on May 24, 2022, the CIAC Committee Members unanimously approved the proposed Major Thoroughfare Plan as presented.
Council Action:
Conduct the public hearing. No action is required at this time.
