Action Requested:
Conduct a public hearing and consider a request to approve amendments to the City of Keller Unified Development Code (UDC) related to Departments and Boards involved in Land Development, relating to the role of the Planning and Zoning Commission.
Background:
Senate Bill 1883 of the 89th Texas Legislature: Effective September 1, 2025, municipalities that assess impact fees are required to establish a Capital Improvements Advisory Committee (CIAC) composed of members representing the real estate, development, and building industries.
On November 18, 2025, City Council approved Ordinance 2250, which established a CIAC consistent with the updated statutory requirements.

Summary:
The proposed UDC Amendments include:
1. Remove language declaring that the Planning and Zoning Commission also acts as the Capital Improvements Advisory Committee
2. Add language defining the role of the Capital Improvements Advisory Committee

Citizen Input:
An amendment to the text of the UDC requires a public hearing notice to be published in the local newspaper ten (10) days prior to the scheduled Planning and Zoning Commission meeting date and fifteen (15) days prior to the City Council Meeting Date. The notice for the Planning and Zoning Commission public hearing was published in the July 2, 2026 edition of the Fort Worth Star-Telegram. Staff has not received any comments from the public on the proposed UDC Amendments.
Alternatives:
Planning and Zoning Commission has the following options when considering an amendment to the text of the UDC:
• Recommend approval as submitted
• Recommend approval with modifications or additional amendments(s)
• Table the agenda item to a specific date with clarification of intent and purpose
• Recommend denial
City Council Action:
If the Planning and Zoning Commission takes action and makes a recommendation on this agenda item, then this UDC Text Amendment application will be scheduled for City Council action on August 4, 2026.
