Consider a resolution approving a professional services agreement with Hardin & Associates Consulting, LLC for the purpose of providing the annual state-mandated customer service inspections and related services for private water systems for a one (1) year period with four (4) additional one (1) year renewal periods, not to exceed five (5) years; and authorizing the City manager to execute all documents related thereto on behalf of the City of Keller, Texas.
Action Requested:
Approve an Agreement with Hardin & Associates Consulting, LLC to provide Professional Services for Texas Commission on Environmental Quality (TCEQ) Backflow Cross Connection Control Compliance Inspections in the amount of $100,000.00 for a one (1) year period with four (4) additional one (1) year renewal periouds, not to exceed five (5) years; and authorize the City Manager to execute all documents related thereto on behalf of the City of Keller, Texas.
Background:
On August 25, 2015, The City of Keller was issued a Notice of Violation (NOV) by the Texas Commission on Environmental Quality (TCEQ) for managing an ineffective Cross Connection Control Program. A Cross Connection Control Program is designed to protect the drinking water supply from contamination due to backflow. To resolve the violation, the TCEQ instructed and Keller agreed to re-evaluate its program and perform Customer Service Inspections (CSIs) of establishments connected to city water to confirm that no health hazard to public exists.
In 2016, Hardin and Associates was selected based on subject matter qualifications. The proposed Agreement with Hardin & Associates Consulting, LLC is to conduct the CSIs and to maintain the city’s commitment to TCEQ in establishing an effective Cross Connection Control Program.
To date, August 2022, 2,331 CSI’s of existing non-residential and residential properties have been completed. These numbers represent initial inspections and re-inspections. On average, 60 CSIs per month are expected to be conducted.
This Agreement provides the referenced professional services required for FY 2022-23, and shall be renewable annually thereafter for a maximum total of 5 years.
Financial Impact:
Funding for this activity is included in the FY 2022-23 Public Works - Water & Wastewater Administration operations budget.
