Consider a resolution authorizing the City Manager to execute a franchise agreement with Community Waste Disposal, of Dallas, Texas, providing for citywide solid waste collection and recycling services, for a term of five (5) years beginning September 1, 2026 and terminating August 31, 2031, with one (1) five-year renewal option.
Background:
The City of Keller’s current franchise agreement for citywide solid waste collection and recycling services expires on August 31, 2026. In preparation for the expiration of the current agreement, the City issued a Request for Proposals for citywide solid waste collection and recycling services.
Community Waste Disposal (CWD) was first awarded a franchise agreement with the City in 2010. Following RFP processes in 2015 and 2020, CWD was awarded subsequent five-year agreements. The proposed agreement would continue CWD’s service to the City for an additional five-year term.
On June 16, 2026, City Council received a presentation regarding the RFP process, finalist proposals, service considerations, and rate impacts. Following discussion, Council directed staff to finalize an agreement with CWD.
The proposed agreement substantially maintains the City’s current residential and commercial collection model, including twice-weekly residential garbage collection, weekly recycling, brush and bulk collection, commercial collection, roll-off service, and service to City facilities and events. Pricing for residential and commercial customers will increase from current levels but will be held firm for the first two years of the agreement. A rate table is included as Appendix A to the proposed agreement.
Financial Impact:
Residential services will continue to be billed through the City’s utility billing process. Commercial and roll-off services will continue to be billed directly by CWD in accordance with the approved rate schedule.
Citizen Input/Board Review:
An evaluation committee made up of selected staff and council members reviewed proposals submitted through the RFP process.
