Action Requested:                     

Approve the construction bid from The Fain Group, Inc. of Fort Worth, Texas; for the South Elm Street Reconstruction project in the amount of $28,016,221.70.

 

Background:                     

In early 2018 the City of Keller began working with engineering consultants from Kimley-Horn to develop a conceptual layout and implementation plan for Old Town Keller. The implementation plan provided guidance on how to prioritize the infrastructure projects identified in the conceptual layout. With Bates Street and the associated Hwy. 377 crossing completed, South Elm Street is next on the priority list. In April 2024 City Council authorized the use of the Competitive Sealed Proposal method to allow the project team to evaluate bids based not only on price, but also on experience, qualifications and other weighted criteria to ensure the best value for the city.

The City received two (2) proposals on June 18, 2024, after review, only one was a qualified proposal. The single proposal received was significantly higher than budget estimate, therefore the City decided to re-bid the project to seek a more competitive bidding environment. Subsequently, five (5) qualifying bids were received at Keller Town Hall on November 19, 2024 for this project. Most bids received were under the single qualified bid received in June.  A bid summary is included showing the range of bid amounts.

City staff has reviewed all bids and determined the low bidder’s qualifications, bonding capacity and references make them the best candidate for the project. Staff recommends The Fain Group, Inc., of Fort Worth, Texas be awarded the bid in the amount of $28,016,221.70.

Financial Impact:

Funding is included in the Street System, Water & Wastewater Utility, and Drainage Utility Capital Improvement Project Funds, with funding provided by the General, Water & Wastewater Utility, and Drainage Utility Funds respectively, as well as the Keller Development Corporation and interest income. As unforeseen circumstances are encountered that results in an overage of the project budget, further council action and budget amendments may be required.
