Consider approving a Preliminary Site Evaluation for Cornelius Addition consisting of three residential lots and one open space lot being approximately 4.51 acres, located approximately 775 feet southeast of the intersection of Mount Gilead Road and North Main Street (HWY 377), situated on the south side of Mount Gilead Road, zoned Single-Family 36,000 square-feet lot sizes or greater (SF-36) and addressed as 156 Mount Gilead Road. Brent Cornelius, Owner/Applicant/Developer. Eagle Surveying, Surveyor. (PSE-23-0001)
Background:
The purpose of the Preliminary Site Evaluation (PSE) is to provide an overall preliminary development plan for a tract of land showing the infrastructure extension of roadway, water, and sanitary sewer.
The Applicant proposes to subdivide the tract into three residential lots. Additionally, there will be one open space lot to be owned and maintained by the homeowner’s association (HOA).
Lots: MEET
All lots meet the SF-36 Zoning district size requirements. Average lot size is 65,442 square feet. (Smallest lot size 37,569 square feet.)
Streets: MEET
The Applicant proposes to extend public right-of-way (ROW) with a cul-de-sac.
Tree Preservation: MEETS
The Applicant proposes to remove the trees in the new street right-of-way (ROW). All other trees shall remain. Any further tree removal will require a building permit for each lot indicating which trees are to be removed and why.
Drainage & Utilities: MEET
The Applicant has provided preliminary utility and drainage plans to the City supporting this application. More detailed utility and drainage plans will be reviewed with the final plat and civil engineering plans at a later date.
Variance Requests: NONE
As submitted, this PSE application does not require any variances.
Citizen Input:
A PSE application without variances does not require a public hearing, so no public hearing notifications were sent out to the surrounding property owners for this request. There has been no response from the public to this application. The public will have an opportunity to speak on this agenda item during “Persons To Be Heard.”
Planning and Zoning Commission Alternatives:
The Planning and Zoning Commission has only one option when considering a Preliminary Site Evaluation application which meets the requirements of the Unified Development Code (UDC) for a PSE:
- Approve as submitted
City Council Action:
The Planning and Zoning Commission has the authority to approve PSE applications with no variances, so no City Council action is needed.
