Consider a resolution approving a professional services agreement with Sciens LLC, of McKinney, Texas, for professional project management and implementation services related the Public Works Work Order Software Project for the Public Works Department, through The Interlocal Purchasing System (TIPS) purchasing cooperative; and further authorizing the City Manager to execute all contract documents relating thereto on behalf of the City of Keller, Texas.
Background:
The City’s current public works workorder software system is in need of replacement. If that project is approved, the internal project management requirements of the software project are beyond what exists with current staffing. This item would ensure the successful implementation of the new software and would be utilized to coordinate and manage the project timeline, staff workflow development, interdepartmental and third-party software integration development and implementation, internal and external facilitated software testing, and project closeout services.
The City has utilized services from Sciens on several occasions, primarily for expertise relating to the development of software scope, but recently for parallel project management support for the Enterprise Permitting & Licensing (EP&L) Community Development software project. During that project, Sciens provided guidance and supplemental assistance in order to deliver the project. It is intended that Sciens will provide the primary project management direction with staff support for this project.
TIPS is a purchasing program that allows state and local governments to benefit from shared purchasing power. Utilizing this type of program for services meets the City of Keller’s competitive bidding requirements and streamlines the purchasing process.
Financial Impact:
Funding for this item is included in the Information Technology Fund, with funding provided by the General Fund.
