Consider a resolution awarding a contract for construction of the Water System Capital Improvements Plan - Phase 3 project bid alternate B to 2R Construction Services, LLC of Wylie, Texas; and authorizing the City Manager to execute all documents relating thereto on behalf of the City of Keller, Texas.
Action Requested:
Approve a resolution awarding a contract for construction of the Water System Capital Improvements Plan - Phase 3 Project bid alternate B to 2R Construction Services, LLC in the amount of $3,178,635.45.
Background:
On May 3, 2016, Council approved Resolution No. 3745 authorizing a loan application to the Texas Water Development Board (TWDB) for State Water Implementation Funding (SWIFT) for the construction of water system improvements in the amount of $12,180,000. On August 16, 2016, Council approved Resolution No. 3794 for a financing agreement with the TWDB based on the issuance of Certificates of Obligation for repayment of the loan.
The overall Water System Capital Improvement Plan was finalized in October 2017 which identified multiple phased projects to replace old, deteriorating water mains and services throughout the City. The design for the Phase 3 projects was completed and authorized by the TWDB for construction earlier this year. City Council approved Resolution No. 4853 on November 19, 2024, which provides authorization of the competitive sealed proposal method as the best value project delivery method for the Water System Capital Improvements Plan - Phase 3 project.
The project consists of the installation of approximately 5,600 linear feet of 8 to 12-inch diameter water main by various methods of construction such as open trenching, pipe bursting and boring. The work also includes water service replacements and associated asphalt and concrete pavement repair. The full width of asphalt paving of Pate Orr south of Keller Parkway will also be milled and overlaid as part of this project. A Location Map for the project is attached.
On August 27, 2025 five (5) competitive sealed proposals were received. A compliance check of each proposal revealed one (1) proposal was nonresponsive to the Request for Competitive Sealed Proposals and was therefore not evaluated. Based on evaluations of the responsive proposals, staff recommends 2R Construction Services, LLC provides the best value and be awarded a contract for bid alternate B in the amount of $3,178,635.45. Construction is to be substantially complete within 180 calendar days from notice-to-proceed.
Financial Impact:
Funding for this project is included with the Water and Wastewater Capital Improvements Project Fund with funding provided by the Water & Wastewater Utility Fund and SWIFT.
Council Action:
Staff recommends approval of the proposed resolution as presented.
