Action Requested:                     

Approve the purchase of On Call Concrete Installation Services from C.I. Pavement of Grand Prairie, Texas; in an amount not to exceed $785,000.00 and authorize the City Manager, or designee, to execute all related documents on behalf of the City of Keller, Texas.

 

Background:                     

With the gaps and small missing sidewalk connections addressed in the 2025 sidewalk construction effort, the 2026 sidewalk construction effort can now focus on larger missing sidewalk connections. This 2026 agreement is a continuation of those services to deliver the 2026 Sidewalk Construction Program.

The section of sidewalk currently being prioritized is on Bluebonnet from Johnson Road south and looping into Pate Orr. This section of missing sidewalk has been prioritized based on its proximity to the high school and the absence of sidewalks on either side of Bluebonnet.  Other candidate locations included Wall-Price east of US377, Elaine south of Bear Creek Parkway, Bourland south of Bancroft, the Westbury Ranch area, and various streets surrounding Keller Middle school.

TIPS is a cooperative purchasing group and program that allows state and local governments to benefit from shared purchasing power. Utilizing this type of program for construction and repair services meets the City of Keller’s competitive bidding requirements and streamlines the purchasing process.

City staff recommends using CI Pavement of Grand Prairie, Texas via The Interlocal Purchasing System (TIPS-USA) purchasing cooperative in an amount not to exceed $785,000.00 for On-Call Concrete Installation Services on an as-needed basis.

Financial Impact:

Funding is included in the Street System Capital Improvements Project Fund with funding provided by the General Fund.
