Background:

The Applicant requests a Specific Use Permit (SUP) for a drive-thru for 7 Brew Coffee. All drive-thru businesses in the city require approval of an SUP to operate.

 

The Applicant intends to modify the site for a new 7 Brew Drive-Thru coffee business. There are eight total lease spaces in the building. There are two lease spaces currently vacant. The other tenants will include the existing Little Caesars, Keller Donuts, and a potential new restaurant on the east side of the building that will expand into the neighboring lease space. 7 Brew is proposed for the western-most lease space, which has been occupied by a Quickway convenience store since 2006.

 

7 Brew Coffee is a drive-thru beverage chain known for its fast service, energetic customer experience, and extensive menu of customizable drinks. In addition to coffee, it offers teas, smoothies, energy drinks, shakes, and flavored sodas.

 

 

Site Design:

As part of the SUP request, the Applicant has submitted a concept plan for the business, as an example of how it might be developed. The applicant has stated the concept plan is a generic floor plan of the business and may be revised come time of the building permit. 

The applicant has submitted a site plan that includes variance requests related to site layout, landscaping, and parking. The proposed site plan is on the agenda as a separate item.
                     

 

Hours of Operation/Employees:

Sunday - Thursday: 5:30 a.m. to 10:00 p.m.

Friday - Saturday: 5:30 a.m. to 11:00 p. m.

 

The Applicant expects to open the business with 8-10 employees.

 

Surrounding Land Uses:

The subject property is zoned Retail and designated Retail/Commercial on the city’s Future Land Use Plan (FLUP).

 

North: Mixed Use (MU)

South: Mixed Use (MU)

East: Mixed Use (MU)

West: Retail/Commercial (RTC)

 

 

Summary:

Section 8.02 (F)(2) of the UDC states that when considering a SUP request, the Planning and Zoning Commission and City Council shall consider the following factors:

 

1)                     The use is harmonious and compatible with surrounding existing uses or proposed uses;

 

2)                     The activities requested by the applicant are normally associated with the permitted uses in the base district;

 

3)                     The nature of the use is reasonable and appropriate in the immediate area;

 

4)                     Any negative impact on the surrounding area has been mitigated; and

                     

5)                     That any additional conditions specified ensure that the intent of the district purposes are being upheld.

                     

 

Citizen Input:

On September 10, 2026, the city mailed out 11 letters of notification for this Public Hearing to all property owners within three-hundred feet (300’) of the subject site. A public hearing notice sign was posted on the site.

 

Staff has not received any written support or opposition to this request.

 

Alternatives:

The Planning and Zoning Commission has the following options when considering a Specific Use Permit:

 

§                     Recommend approval as submitted.

§                     Recommend approval with modified or additional condition(s).

§                     Table the agenda item to a specific date with clarification of intent and purpose.

§                     Recommend denial.

                     

City Council Action:

If the Planning and Zoning Commission takes action and makes a recommendation on this agenda item, then this Specific Use Permit application will be scheduled for City Council action on October 20, 2026.
