Action Requested:                     

Consider a resolution approving a professional services agreement with Criado & Associates, Inc. to provide construction inspection services in the amount of $100,000.

 

Background:                     

In 2020, the City of Keller saw a significant increase in right of way permit applications relating to franchise utility installations by telecom companies.  Current permit submissions cover thousands of feet of underground installations.  However, current staffing levels are not able to handle multiple crews working in multiple locations all over the city.  In order to adequately protect the city’s water, wastewater and drainage infrastructure, Criado & Associates, Inc. was retained to provide oversight for these installations.  The current contract has expired and this proposed contract is anticipated to cover telecom and other underground inspections for the balance of the fiscal year.  Additional right of way permit applications are expected to continue this trend as the communications companies prepare for the 5G networks.

Due to the installation method, directional drilling, the potential for damage to existing city water, sanitary sewer and storm drain lines is extremely high.  With multiple crews working in multiple locations, a constant presence is required to ensure that the contractors follow standard procedures.  Criado’s assistance to date has been invaluable and this agreement will ensure their assistance in successfully completing these installations.

 

Financial Impact:

Funding is available in the FY 2021-22 Public Works General Fund budget.
