Action Requested:                     

Approve a contract renewal proposal for Public Works Mowing - Channels, City Properties, Rights of Way, and Water Sites with Earthworks, Inc., of Lillian, Texas for the purpose of providing public works mowing services, for the Public Works Department, in the amount of $128,064.00; and authorizing the City Manager to execute all contract documents on behalf of the City of Keller, Texas.

 

Background:                     

During the growing season, the City contracts with a third-party to mow various city-owned properties, including channels, rights of way, water utilities and vacant parcels.

In April 2022 a contract was awarded to Yellowstone Landscaping for public works mowing. That contractor elected not to continue mowing services in 2023. Subsequently, a contract was awarded to Earthworks, Inc. at the May 2, 2023 City Council meeting to provide said mowing services for the Public Works Department.

This item renews that contract for another year and establishes an annual not to exceed amount if the City were to elect to renew the contract again in the future. Earthworks has provided similar mowing services to the City since 2014. Identified escalation costs are as follows:

                     Year 1 - Contract Assumption - $128,064
                     Year 2 - Renewal 1 - $128,064 - 0% Increase
                     Year 3 - Renewal 2 - $132,546.24 - 3.5% Increase
                     Year 4 - Renewal 3 - $137,185.36 - 3.5% Increase

Financial Impact:

Funding for this activity is included in the Public Works Department’s Street Maintenance, Drainage Maintenance, Water Production, and Wastewater Collection divisional operating budgets with funding provided by the General, Drainage Utility, and Water & Wastewater Utility Funds. This item is annually renewable for three (3) additional years, up to a total of four (4) years and may be approved at the staff level in future years.
