Background:

Messiah Lutheran Church of Keller is proposing to add a 6-foot tall black, vinyl-clad chain link fence around its existing soccer field. The fence will include a 3-foot-wide gate for access. The UDC generally prohibits chain link fencing in all zoning districts but gives exception to athletic enclosures in Residential zoning. Given the location of the soccer field to Whitley Road, staff supports the fencing request to minimize soccer balls (and the children chasing them) from going into the road. The black vinyl covering will minimize the visual impact of chain link fencing.

 

Site Plan Amendment Requested:

To allow a 6-foot tall black, vinyl-clad chain link fence around the Messiah Lutheran Church soccer field as indicated in Exhibit A.

 

 

Citizen Input:

A Site Plan application does not require a public hearing, so no public hearing notifications were sent out to the surrounding property owners for this request. The public will have an opportunity to speak on this agenda item at “Persons To Be Heard”.

                     

Alternatives:

City Council has the following options when considering a Site Plan:

 

§                     Recommend approval as submitted.

§                     Recommend approval with modified or additional condition(s).

§                     Table the agenda item to a specific date with clarification of intent and purpose.

§                     Recommend denial.
