Consider a resolution authorizing the use of the Competitive Sealed Proposal method for the Old Town Keller Bates Street Reconstruction Project as the best value project delivery method for the City of Keller, and delegating authority to the City Manager or his designee, and establishing the limits of that authority as allowed by Texas Government Code Chapter 2269, Subchapter D, to implement the Competitive Sealed Proposal method for the City of Keller, Texas.
Background:
Texas Government Code Chapter 2269 allows construction projects to be delivered in a method other than the Competitive Bidding method, more commonly known as design-bid-build. However, the municipality must formally state what method provides the best value prior to advertising. Subchapter B allows City Council to delegate authority to the City Manager, or his designee, to implement the Competitive Sealed Proposal method.
The design of the Old Town Keller Bates Street Reconstruction project is complete and right of way acquisition is underway. It is crucial to evaluate the proposals for construction services based on price, experience, qualifications and other weighted criteria to obtain the best value for Keller, which is accomplished by using the Competitive Sealed Proposal method. However, City Council authorization is required before soliciting for construction bids.
The proposed resolution states the Competitive Sealed Proposal method as providing the best value for the project and delegates authority to the City Manager needed to implement this alternative delivery method. The City Council will still approve the construction contract award.
Financial Impact:
A project budget of $3,385,270 is included in the Street Capital Improvement Project Fund with funding provided by the General Fund.
