Zoning:                     Planned Development (PD)

 

Background:                     The Center Stage Planned Development was approved on January 21, 2020, as a mixed-use development that included a variety of residential and commercial uses in a phased approach. The approved PD included a regulating plan, concept plan, street plan, parks and open space plan that laid out a phased approach to the development. As per UDC guidelines and the approved Planned Development Ordinance, each site plan that is not in substantial conformance shall be subject to public hearings at the Planning and Zoning Commission for consideration and recommendation and at City Council for consideration and approval prior to applying for building permits.

 

Analysis:                     The proposed site plan is in conformance with the proposed amended Planned Development and meets all the requirements addressed in the Planned Development District and UDC. Due to the reconfiguration of the street network, there were modifications made to accommodate the new site layout while meeting all the open space and building requirements.

 

Site Layout:                     Modified layout based on the street network change due to access from Mount Gilead.                     

 

 

Landscaping:                     Meets requirements designated in the Planned Development District and UDC.

 

Tree Preservation:                     Meets requirements designated in the Planned Development District and UDC.

 

Sidewalks and

Trails:                     Meets requirements designated in the Planned Development District and UDC.

 

Parking:                     Meets requirements designated in the Planned Development District and UDC.

 

Existing Roadway

Access:                      Meets requirements and is consistent with new street alignment regarding Mount Gilead.

 

 

Variances

Requested:                     None

 

 

Summary:                     Section 2(F) of the approved Center Stage Planned Development lists the requirement of site plan approval.

 

f.                     Site Plan Non-conformance

 

If the Detailed Site Plan is not in Substantial Conformance as described by the UDC with the Center Stage Planned Development Regulations, then the DSP shall be subject to public hearings at the Planning and Zoning Commission for consideration and recommendation and at City Council for consideration and approval prior to applying for building permits.

 

 

Citizen Input:                     On June 1, 2023, the City mailed out 12 letters of Notifications for this Public Hearing and the associated site plan approval to all property owners within three hundred feet (300’) of the subject site. A public hearing notice sign was posted on the site. Staff has received one inquiry regarding this request but no formal support or opposition. 

                     

 

Alternatives:                     The Planning and Zoning Commission has the following options when considering a Detailed Site Plan:

 

§                     Recommend approval as submitted

§                     Recommend approval with modified or additional condition(s)

§                     Tabling the agenda item to a specific date with clarification of intent and purpose

§                     Recommend denial

                     

City Council

Action:                     If the Planning and Zoning Commission takes action and makes a recommendation on this agenda item, then this Site Plan application will be scheduled for City Council action on August 1, 2023.
