Action Requested:
Consider adopting a Life Safety Grant Program to promote Economic Development and stimulate business and commercial activity in the city.
Background:
Economic Development Staff began researching a potential Life Safety Grant Program in March 2024, in response to the need for business-friendly programs that would allow existing businesses to expand their operations where they were otherwise prohibited due to the cost of extending life safety requirements as required by the International Building and Fire Codes, adopted by the City of Keller.
Staff presented their findings, including similar program details in six other cities, in a work session with the Keller Economic Development Board on July 17, 2024. Those findings and preliminary suggestions were delivered to the City Council during an Economic Development Update on August 6, 2024.
The City Council reviewed the proposed criteria and guidelines for the program during a work session on October 1, 2024.
Financial Impact:
The FY2025 Budget includes a pro-renata or “as-needed” line item for incentives in the amount of $225,000. This budget would not be dedicated to this program, but it could be utilized for grants which the City Council chooses to approve under this program. Individual grants would be limited to a maximum of 50% of eligible improvement costs or $50,000, whichever is less.
Citizen Input/Board Review:
The Keller Economic Development Board indicated the benefits of a Life Safety Program during a work session on July 17, 2024.
Legal Review:
The City Attorney has reviewed and approved the proposed resolution and policy.

City Council has the following alternatives:
- Approve as submitted
- Approve with changes
- Denial
