Background: The Applicant requests a Future Land Use Plan (FLUP) amendment to change the land use designation from Mixed-Use (MU), Medium-Density Single Family - 15,000 to 35,999 square-foot lots (MD-SF) and Low-Density Single Family - 36,000 square-foot lots and above to Patio/Garden/Townhome (PGT), High Density Single Family 8,000 - 14,999 square-foot lots (HD-SF) and Medium Density Single Family 15,000 - 35,999 square-foot lots (MD-SF) for 34.48 acres proposed as the Keller Springs Planned Development. The development will have 96 single-family homes and 5.17 acres of open space.   The Applicant is also requesting a zoning change from Commercial (C) and Planned Development 1406 - Single Family Residential 36,000 square-foot minimum lots to Planned Development - Single Family 5,000 square-foot lots, Single Family 12,000 square-foot lots and Single Family 20,000 square foot lots. The zoning change request is on this agenda as a separate item.   Current FLUP Designation:                          Mixed-Use (MU), Medium-Density Single Family - 15,000 to 35,999 square-foot lots (MD-SF) and Low-Density Single Family - 36,000 square-foot lots and above   Proposed Land Use Designation: 11.094 acres: Patio/Garden/Townhome (PGT) 17.352 acres: High Density Single Family 8,000 - 14,999 square-foot lots (HD-SF) 6.037 acres: Medium Density Single Family 15,000 - 35,999 square-foot lots (MD-SF)   Surrounding Land Use Designations: North: Retail/Commercial (RTC) and MD-SF   South: RTC High-Density Single Family 8,000-14,999 square-foot lots (HD-SF)   East: MD-SF and LD-SF   West: RTC with a Tech-Flex Overlay   Existing Roadway Access: Harmonson Road off North Main Street, with proposed connections to Keller Springs Avenue to the north and Homestead Avenue to the south   Citizen Input: On June 13, 2024 the city mailed 51 letters of notification for this public hearing to all property owners within three-hundred feet (300’) of the subject site. A public hearing notice sign was also posted on the site.   Staff has received 5 letters of opposition to the Keller Springs project. An additional letter with comments was received from the property owner of 950, 960 and 970 N. Main St. directly south of the subject site.   Alternatives: The Planning and Zoning Commission has the following options when considering a future land use plan amendment application: -                     Recommend approval as submitted. -                     Table the agenda item to a specific date with clarification of intent and purpose. -                     Recommend denial.   City Council Action: If a recommendation is provided by the Planning and Zoning Commission, this item is tentatively scheduled for the July 16, 2024 City Council meeting.
