Consider a resolution approving a proposal for Third-Party Building Inspection Services with Safebuilt Texas, LLC, of Fort Worth, Texas, for the purpose of providing third-party building inspections services for a one (1) year period with an option for four (4) additional one (1) year renewal periods, not to exceed five (5) years; and authorizing the City Manager to execute all contract documents on behalf of the City of Keller, Texas.
Action Requested:
Approve a proposal for Third-Party Building Inspection Services with Safebuilt Texas, LLC, of Fort Worth, Texas for the purpose of providing third-party building inspections services, for the Community Development Department, in the amount $150,000.000 for a one (1) year period with an option for four (4) additional one (1) year renewal periods which will be negotiated annually, not to exceed five (5) years; and authorizing the City Manager to execute all contract documents on behalf of the City of Keller, Texas.
Background:
Since 2013, The City has utilized Safebuilt Texas, LLC for commercial and residential inspections. The City has used third-party inspection services in some form for approximately twenty years.
On Monday, March 20, 2023, three duly advertised Request for Proposals submissions were opened with two qualifying proposals from Safebuilt Texas, LLC, of Fort Worth, Texas and Burgess Construction Consultants, Inc. of Plano, Texas. A third proposal was received from Bureau Veritas North America, Inc. of Plano, Texas, but was rejected as an incomplete proposal. A summary is provided below:
Safebuilt Texas, LLC $150,000.00
Bureau Veritas North America, Inc. (Rejected) $280,000.00
Burgess Construction Consultants, Inc. $331,200.00
The proposal from Safebuilt represents a 25% increase over the budgeted amount, and is the first increase proposed by that vendor since the City began utilizing these services.
Financial Impact:
Funding for this activity is included in the Community Development Department’s Building and Construction Services division operating budget with funding provided by the General Fund. This item is annually renewable for 4 additional years, up to a total of 5 years and the contract will be presented to Council annually for consideration.
