Background:                     

The City of Keller’s current franchise agreement for citywide solid waste collection and recycling services expires on August 31, 2026. In preparation for the expiration of the current agreement, the City issued and advertised a request for proposals for citywide solid waste and recycling services.

The request for proposals included residential, commercial, and roll-off solid waste and recycling services, as well as customer service, reporting, transition planning, community engagement, and optional service enhancements.

Following receipt of proposals, an evaluation committee made up of selected staff and council members reviewed and scored the proposals based on the criteria established in the request for proposals. Two finalist vendors were invited to submit Best and Final Offer responses and provide presentations to City Council.

Both finalist agreements have been provided for City Council review. Based on the presentations, proposal materials, Best and Final Offer responses, and draft franchise agreements, staff is seeking City Council direction on the preferred provider for citywide solid waste collection and recycling services.

The resolution would select the preferred provider and direct the City Manager to finalize a franchise agreement and related documentation for future City Council consideration.

Pricing for residential and commercial customers is expected to increase from current levels but would be held firm for the first two years of the proposed agreement. A proposed rate table is included as “Appendix A” in each draft agreement.

The proposed agreement would begin September 1, 2026, and continue for an initial five-year term through August 31, 2031, with one five-year renewal option.

 

Financial Impact:

The selected provider’s proposed rate schedule will serve as the basis for the final franchise agreement and related documents to be brought back for future City Council consideration.

The proposed rate schedule and applicable service charges are included as Appendix A to each draft franchise agreement.

 

Citizen Input/Board Review:                     

A Citywide Solid Waste and Recycling Services evaluation committee, consisting of Council Members and staff, reviewed and scored proposals submitted in response to the request for proposals and provided input during the finalist and Best and Final Offer process.

The city attorney has reviewed this item.
