Consider a resolution appointing the Director of Administrative Services as the primary Designated Officer for submission of the tax rate to the City Council of the City of Keller and appointing the Administrative Services Manager as the secondary Designated Officer in accordance with Chapter 26 of the Texas Tax Code and providing an effective date.
Action Requested:
Consider a resolution appointing the Director of Administrative Services as the primary Designated Officer or Employee and appointing the Administrative Services Manager as the secondary Designated Officer or Employee responsible for the calculation of the No-New-Revenue tax rate, Voter-Approval tax rate, and performing all other duties necessary for the submission of the tax rate to the City Council of the City of Keller in accordance with Chapter 26 of the Texas Tax Code and providing an effective date.
Background:
State law requires that the City Council designate an officer to be responsible for the calculation of the No-New-Revenue tax rate, Voter-Approval tax rate, and for performing all other duties and obligations necessary for the submission of the tax rate to the City Council in accordance with the State Comptroller’s Truth-in-Taxation forms in a method as required by Chapter 26 of the Texas Tax Code (“Chapter 26”). In addition to calculating the rates, the Designated Officer must certify that the rates were accurately calculated as prescribed by State law. Once certified, the Designated Officer is required to submit the tax rate calculations to the governing body by August 7 or as soon as practicable for consideration of a tax rate, post the forms on the City’s website home page, and submit the forms to the county assessor-collector and tax appraisal district.
Staff is requesting to designate the following positions serve as the designated officer for the City in the calculation of the No-New-Revenue tax rate, Voter-Approval tax rate, and other obligations required by Chapter 26:
1. Director of Administrative Services (primary)
2. Administrative Services Manager (secondary)
