Action Requested:
Consider a resolution authorizing the City Manager to execute a three year agreement with Datavox, of Houston, Texas, for the purchase of Arctic Wolf Networks managed detection and response cybersecurity services, through the State of Texas Department of Information Resources (DIR) Cooperative Purchasing Program, for the Information Technology Department.
Background:
Arctic Wolf Networks is an industry leading cybersecurity services company that provides (MDR) Managed Detection and Response solutions to combat the ever increasing cyber threats that face the City. The following are the services that Arctic Wolf will be providing the City:
- 24x7 monitoring of all City endpoints (PCs, laptops, servers, network devices, etc.), all City cloud services (Office365, Sharepoint, OneDrive, etc.), and all incoming & outgoing traffic from the City’s internet connections
- Comprehensive visibility of all data collected from the City’s environment
- Real-Time Alerting - allows for rapid containment of security incidents
- Threat Hunting - daily hunting for suspicious activity across entire City environment
- Concierge Security Team - dedicated 24x7 security operations experts
- Strategic Guidance - allows the City to leverage the Arctic Wolf’s security expertise to improve the City’s overall security posture
- Arctic Wolf Networks is a preferred vendor of the City’s TML cyber insurance provider
Financial Impact:
The first year of Arctic Wolf MDR service is $72,549.93 with a $3,976.00 one-time onboarding fee. Year two is $75,814.65. Year three is $79,275.25.
The Texas Department of Information Resources (DIR) has entered into a contractual agreement with Arctic Wolf Networks on behalf of State and Local governments for cybersecurity services. Arctic Wolf Networks services are sold by Datavox, a value added reseller, through their respective DIR contract.
By participating in the State of Texas' cooperative purchasing program through DIR, the City meets all State and local competitive bidding requirements, while also benefiting from increased buying power through the cooperative purchasing network.
Funding is available from the Fiscal Year 2022-23 Information Technology Fund. Every department within the city contributes a per computer fee to the Information Technology Fund within their specific fund/department/program office equipment lease budget line item.

Council Action:
The recommendation is to award the three year Arctic Wolf Networks cybersecurity services contract to Datavox, at a cost not to exceed $240,000 over a three-year period and authorize the City Manager to sign the contract and related documents. The additional $8,384.17 ($240,000 - $231,615.83) will provide a contingency amount that can be used if additional endpoints are needed to address future technology requirements.
