Title

Consider a resolution approving a contract amendment to a Professional Services Agreement with Baird, Hampton & Brown, of Fort Worth, Texas; for the purpose of providing engineering drainage review services relating to development applications for the Public Works Department; and authorizing the City Manager to execute all documents relating thereto on behalf of the City of Keller, Texas.

Body

Action Requested:

Approve a contract amendment to a Professional Services Agreement with Baird, Hampton & Brown, of Fort Worth, Texas to increase the contract amount by $25,000 to $115,000.

Background:

As Keller continues to develop, the complexity of drainage reviews for development projects has increased substantially, requiring more extensive technical analysis and coordination with developers, engineers, and regulatory entities. These reviews are critical to ensuring compliance with City standards, minimizing flood risk, and protecting public infrastructure.

In October 2021, the City awarded Baird, Hampton & Brown an annually renewable contract for drainage development review services in the amount of $30,000. Subsequent amendments increased the contract amount to $90,000, reflecting the higher-than-anticipated volume of complex projects. That funding has now been fully utilized due to the continued rise in large-scale and multi-phase developments that require repeated review cycles.

Staff is specifically requesting approval of a contract amendment to increase the current contract amount from $90,000 to $115,000. This $25,000 increase will provide the necessary funding to cover current and anticipated workload through the end of the fiscal year.

Approval of this amendment will ensure continuity of timely review services, prevent project delays, and maintain the City’s commitment to thorough drainage evaluation for all development applications.

For reference, expenses related to this activity for the last three years as well as year-to-date expenditures are included below:

FY 2022 - $47,893
FY 2023 - $29,608
FY 2024 - $72,526
YTD - $88,500

Financial Impact:

Funds for this amendment are included in the Engineering & Inspections and Drainage Operations divisions of the Public Works Department, with funding provided by the General Fund and Drainage Utility Fund. If funds necessary to complete this project are not available, a budget amendment will be required.
