Action Requested:                     

Consider a resolution approving the purchase of supplemental concrete contractor services from Apex Concrete Construction, Inc. through the Interlocal Agreement with North Richland Hills, in an amount not to exceed $240,000 on an as needed basis during fiscal year 2020-21.

Background:                     

The City of Keller entered into an Interlocal Agreement with the City of North Richland Hills on July 19, 2005 (Resolution 2316) for cooperative purchasing of various goods, materials, equipment and supplies.

The City of North Richland Hills has entered into an annually renewable contract with Apex Concrete Construction, Inc. of Keller, Texas, for supplemental concrete contractor services. These services provide for the most cost efficient construction and repairs of small sections of concrete, including sidewalks, driveway approaches, curbs, gutters and other miscellaneous concrete repairs on an as needed basis.

Each budget year, City Council appropriates funds within the Capital and Operations budgets which are utilized for public and city-owned concrete infrastructure removal and replacement, repair, and installation. These projects fall within several disciplines and may include street and sidewalk projects, drainage projects and utility projects. Concrete construction services require a specialized skill set that require staff to solicit a concrete construction contractor to perform the work. All city departments can utilize the contract.

City staff has reviewed and determined that the bid (See Exhibit A) from Apex Concrete Construction of Keller, Texas, for the City of North Richland Hills provides for the best value and most responsible unit prices for such services and recommends the purchase of supplemental concrete contract services in an amount not to exceed $240,000 on an as needed basis during fiscal year 2021.

 

Financial Impact:

This item is to award a one-year contract, with four additional options to renew for one-year each. Provided that funds are appropriated in the city’s annual budget for the initial term and the remaining renewal years, and the terms and conditions of the contracts do not change, the remaining renewals will not require additional City Council approval.
The project will be funded from the General Fund - Public Works Department and CIP budgets.

Funds for future years are contingent upon adoption of successive budgets which contain funds specifically allocated for concrete replacement, repair, and installation services.
