Action Requested:
Consider a resolution approving the construction bid from Quality Excavation of Aubrey, Texas for the 2020 Residential Street Reconstruction Project in the amount of $1,512,290.70.
Background:
The city’s Capital Improvements Program (CIP) contains an annual project to rehabilitate residential streets. To support the funding of these projects and street maintenance in general, voters approved a ¼ of one percent sales tax, and a Street Improvement Fund was established to receive the funds generated by the sales tax.
This project contains seven (7) asphalt streets which were selected using the Pavement Condition Index from the 2017 Pavement Management Analysis Report. The asphalt street work includes removing and replacing the pavement and base failure repairs. Also included are water service line replacements from the water main to the water meters, barrier free ramp replacements and some drive approach and curb and gutter replacement. This project, which is included in the 5 Year Capital Improvements Program, is designed to address residential street repair conditions throughout the city.
Five (5) qualifying sealed bids were received on February 24, 2021. A bid summary is attached showing the bid amounts. City staff has reviewed the low bidder’s qualifications, bonding capacity and references and recommends Quality Excavation of Aubrey, Texas be awarded the bid in the amount of $1,512,290.70 with construction to be completed within 210 calendar days.
Financial Impact:
Funding is included in the Street System Capital Improvement Fund with funding provided from the Street/Sidewalk Maintenance Fund.
