Consider a resolution approving a Memorandum of Understanding with the Texas Division of Emergency Management for participation in the Texas Emergency Management Assistance Teams (TEMAT) Program and authorizing the City Manager to execute the agreement on behalf of the City of Keller.
Background:
The Texas Emergency Management Assistance Teams (TEMAT) Program is a statewide emergency management initiative administered by the Texas Division of Emergency Management in partnership with several state agencies. The program provides trained personnel to support emergency response and recovery operations throughout Texas during disasters and other emergency incidents.
Approval of the Memorandum of Understanding will allow the City of Keller to participate in TEMAT by authorizing qualified City employees to serve on applicable response teams. Participation is voluntary, and the City determines whether qualified personnel are available for deployment when requested by TDEM. The agreement also outlines responsibilities related to training, personnel management, reimbursement, and workers' compensation during state activations.
The agreement becomes effective upon execution and remains in effect for five (5) years unless terminated earlier by either party.
Financial Impact:
There is no direct fiscal impact associated with approval of this Memorandum of Understanding. Costs associated with approved deployments and eligible training activities may be reimbursed in accordance with the State Mutual Aid Reimbursement Guide and applicable TEMAT program requirements.
