Consider a resolution approving an amendment to the 2022-23 Keller Fee Schedule revising the Keller Senior Activities Center Membership Fees; and establishing an effective date.

Background:                     

On January 29, 2022, the City held a ribbon cutting ceremony for the new Senior Activities Center, which had been under construction since 2019 and included in a 2018 bond election.  The new center is approximately 21,210 square feet compared to the prior Senior Activities Center at 4,250 square feet.  While planning the bond election and construction update discussions, Council and staff brought forward the idea of a membership fee as a way to help offset the increased operational costs such as utilities and janitorial services due to the increased square footage.  At the January 18, 2022 meeting, Council agreed to implement a $10.00 per year annual membership fee for residents and a $20.00 per year annual membership fee for non-residents.  The success of the new facility has exceeded expectations, resulting in additional demand on staff and the facility. A recommendation was made to increase the annual membership fees to $20.00 a year for residents and $70.00 a year for non-residents. The proposed resolution would implement the fee effective on January 1, 2023 to coincide with the new calendar year.  Scholarship opportunities will still be available to cover some residents who are unable to pay the $20.00 yearly membership fee.

 

Financial Impact:

The estimated revenue is $140,000-$150,000 per year and would be used to help offset the operational costs of the facility, and potentially hire additional staff for the facility.

Citizen Input/Board Review:                     

The Keller Senior Citizens Advisory Board conducted a survey of members and made a recommendation to City Council to increase the yearly membership fees. City Council recommended the revised membership fees at their November 15, 2022 City Council meeting.
