Consider a resolution approving an agreement for professional services with Teague, Nall and Perkins, Inc. of Fort Worth, Texas for design and construction services for the Water System Capital Improvements Plan - Phase 3, for water loss prevention projects for the Public Works Department; and authorizing the City Manager to execute all documents relating thereto on behalf of the City of Keller, Texas.
Action Requested:
Consider a resolution approving a professional services agreement with Teague, Nall and Perkins, Inc. to provide design and construction services for phase 3 of the Water System Capital Improvements Plan in the amount of $1,158,400.00.
Background:
In 2016, the City of Keller applied for and was awarded $12,180,000.00 in funding under the State Water Implementation Fund (SWIFT) program, a state-funded, low-interest loans program for water projects. In October 2017, an implementation plan was developed, titled as the Water System Capital Improvements Plan (The Plan), which identified approximately 15 miles of loss prevention water main replacement projects. This item is for consideration of a resolution approving an Agreement for Design and Construction Services for Phase 3 of the Water System Capital Improvements Plan.
Following a selection process, which consisted of evaluating 12 Statements of Qualifications (SOQs) and five interviews, Teague, Nall and Perkins, Inc. (TNP) received the highest ranking based on the criteria published in a request for SOQs.
The Plan defines projects that are combined into phases to match the City’s planned incremental funding bond issuances with the SWIFT award amount. Phase 1, which addressed seven locations throughout the city is complete and Phase 2, which addresses four more locations, is under construction.
Phase 3 includes 13,715 lineal feet of 8-inch, 12-inch and 16-inch diameter water main replacement. The attached location map shows the four locations included in this project and includes:
Project 11 - Mount Gilead Road Project 16 - Bancroft Road
Project 17 - Keller Smithfield Road Project 20B - Johnson Road
Bid alternates will be included in the bidding documents to account for the current construction inflation that is affecting all projects.
The scope of the contract includes engineering design, construction phase services, surveying, subsurface utility engineering, easement document preparation, right of way/easement negotiations, geotechnical investigations and material testing.
Financial Impact:
The cost of the agreement is $1,158,400 and funding is provided in the Water & Wastewater Capital Improvements Project Fund with funding provided by the Water & Wastewater Utility Fund.
