Consider a resolution approving a contract with Core and Main LP for the purchase of Advanced Metering Infrastructure (AMI) meters, gateway collectors, software and related components, installation of the AMI program, and related annual maintenance costs; declaring that in accordance with the Texas Local Government Code Chapter 252.022. General Exemptions. (a) (7), Core and Main LP., qualifies as a sole-source provider / distributor for water meters and accessory components; and authorizing the City Manager to execute all contract documents relating thereto on behalf of the City of Keller, Texas.
Action Requested:

General Exemptions. (a) (7), Core and Main LP., qualifies as a sole-source provider / distributor for water meters and accessory components; and authorizing the City Manager to execute all contract documents relating thereto on behalf of the City of Keller, Texas.
Background:
Water meter infrastructure is an essential part of the operations of the Water and Wastewater Fund and monthly water bills are based on customers’ monthly water consumption. By implementing AMI metering, consumption data is collected by the system approximately every four hours by data collectors, rather than monthly by drive-by radio reads. This will allow customers to see their usage in near-real time and be able to set-up usage alerts thru the included customer portal. The project includes the installation of 12 gateway collectors and 1,500 new meters and will provide 16,357 customer portal subscriptions. Most meters are already AMI capable and will be able to provide the updating readings once the gateway collectors are active.
The City will use American Rescue Plan Act (ARPA) funding for the project. ARPA funds are intended to help America recover from COVID-19 thru the use of infrastructure projects, in particular, clean-water projects as defined by the Environmental Protection Agency. This project meets the intended use of the ARPA funds.
The City's water meters and meter reading technology are not compatible with other types of meter manufacturers or meter reading systems. Because water meters used by the City contain technology that is compatible with only Neptune meter reading equipment, this contract meets the sole source bidding exception.
Financial Impact:
The cost of the AMI metering project is $1,184,362.47 and will be funded in the Water-Wastewater Capital Improvement Project fund using ARPA funding.
