Title
Consider a resolution authorizing an Interlocal agreement with Tarrant County to continue the Public Health Program.
Action Requested:
Authorize an Interlocal Agreement (ILA) between the City of Keller and Tarrant County regarding state-required health inspections.
Background:
Since at least 1996, the City of Keller has maintained an ILA with Tarrant County to conduct necessary health inspections within the city. These inspections cover swimming pools and food establishments and ensure public health and safety. Tarrant County Public Health will provide inspection services, issue health permits, handle complaints, and collect associated fees.
A new Interlocal Agreement is being proposed due to recent updates in Tarrant County’s permit fees. These fees have not been increased for the past 15 years and need to be adjusted to align with updated state health code references.
The agreement will become effective upon approval by both the City Council and the Tarrant County Commissioner’s Court and will continue until canceled by either party with a minimum of 90 days written notice
Financial Impact:
The cost for the services provided by Tarrant County is covered by the fees collected from annual health permits issued to food establishments and public swimming pools. These fees are allocated into a special fund used exclusively for inspection resources, ensuring that the city does not incur additional expenses. The updated permit fees will help to sustain and enhance the quality of public health services without imposing any direct financial burden on the city.
Legal Review:
This agreement has been reviewed by the City Attorney.
Alternatives:
City Council has the following alternatives:
- Approve as submitted
- Approve with changes
- Denial
Council Action:
Approval of the Interlocal Agreement to ensure continued compliance with state health regulations and uninterrupted public health services for the City.
