Title

Consider a resolution approving an Interlocal Agreement with Tarrant County, for the rehabilitation of roadways at various locations, for the Public Works Department; and further authorizing the City Manager to execute said agreement on behalf of the City of Keller.

Body

Action Requested:

Approve a resolution authorizing an Interlocal Agreement with Tarrant County, Exhibit A, for the rehabilitation and resurfacing of roadways at various locations.

Background:

Each year, depending on the availability of County staff, Public Works identifies candidate streets for a collaborative resurfacing effort with Tarrant County.

Working with staff from Tarrant County, staff was able to identify rehabilitation candidates, all of which were chosen based on their roadway condition, overall scope of work, and consistency with other roadway project priorities established in the Pavement Maintenance Program. This is a temporary expansion to the work typically coordinated with the county, utilizing funds from the Annual Street Maintenance Project. Candidates are as follows:

Cheyenne Trail - from Cherokee Trl. to Navajo Dr. (Approx. 822 LF)
North Pearson Lane - from Summer Ln. to City Limits (Approx. 5,100 LF)
Willis Lane - from Bursey Rd. to North Tarrant Pkwy. (Approx. 1,400 LF)
Roanoke Road - from Knox Rd. to City Limits (Approx. 2,545 LF)
Judge Bland Road - from Florence Rd. to End of Pavement (Approx. 2,353 LF)
Lucian Lane - from Marvin Dr. to End of Pavement (Approx. 700 LF)
Oakhill Road - from Keller-Smithfield Rd. to End of Pavement (Approx. 1,439 LF)
Oak Trail - from Roanoke Rd. to End of Pavement (Approx. 1,738 LF)

All locations are shown on the attached Location Map, Exhibit B.

As part of this partnership, Precinct 3 of Tarrant County agrees to provide the labor and equipment necessary for this work.  The City of Keller in turn agrees to cover the actual costs of material removal, base preparation, new material, traffic control and ½ of the fuel required. The City’s estimated cost for this street work is $1,293,215.39.

With the expansion of the project scope, additional contracted services are under review for traffic control equipment and services, expected to be considered at a future council meeting.

Financial Impact:

Funds are budgeted in the Street System Capital Improvements Project Fund with funding provided by the General Fund.
