Action Requested:

Consider a recommendation for a Detailed Site Plan for the Bella Casa Planned Development (PD) located at 1300 Rufe Snow Drive.

 

Background:

City Council approved the Bella Casa Planned Development concept plan in October 2023. Located on approximately 10.9 acres at the southwest corner of Rufe Snow Drive and Rapp Road, the Bella Casa subdivision will comprise 31 single-family residential lots and approximately 15 percent open space.

 

Because Bella Casa is a PD, the Detailed Site Plan must be approved by City Council if not provided along with the concept plan at the time zoning is approved. Section 8.27 of the Keller Unified Development Code (UDC) states the following:

 

“If a Concept Plan is submitted with the PD request, then a Detailed Plan will also be required. If the Detailed Site Plan conforms substantially to the conceptual Site Plan as approved by the City Council, then a public hearing on the Detailed Site Plan is not required. The staff shall review the Detailed Site Plan for conformance to the Concept Plan and other requirements set forth for a Detailed Site Plan. Approval of a Detailed Site Plan is required prior to issuance of a building permit.”

 

Site Layout:

The site plan conforms to the Bella Casa concept plan approved in 2023. There are 31 single-family residential lots of 8,400 square-feet or larger, approximately 15 percent of open space, landscaping, entry features, streets, and sidewalks, all conforming to the approved Design Standards or regulations in the UDC. There is one emergency-only entry/exit at the intersection of Shady Grove Road and Rufe Snow Drive and one public entry/exit off of Rapp Road. The PD Development Standards, as approved by City Council, are attached to this item for reference.

 

 

The final plat for this development was on the consent agenda as a separate item.

 

 

Citizen Input:

A Detailed Site Plan application that substantially meets the PD’s Concept Plan does not require a public hearing, so no public hearing notifications were sent out to the surrounding property owners for this request. The public will have an opportunity to speak on this agenda item during “Persons To Be Heard.”

 

Planning and Zoning Commission options:

The Planning and Zoning Commission has the following options when considering a recommendation for a Detailed Site Plan:

 

§                     Recommend approval as submitted

§                     Recommend approval with modified or additional condition(s).

§                     Table the agenda item to a specific date with clarification of intent and purpose.

§                     Recommend denial.

                     

City Council Action:

If the Planning and Zoning Commission takes action and makes a recommendation on this agenda item, then this Detailed Site Plan application will be scheduled for City Council action on April 16, 2024.
