Consider a resolution authorizing the City Manager to execute a professional services agreement with Pacheco Koch Consulting Engineers, Inc., of Fort Worth, Texas, for the design and contract administration of the Barbara Lane Hike and Bike Trail Improvements, for the Parks and Recreation Department.
Action Requested:
Consider a resolution authorizing the City Manager to execute a professional services agreement with Pacheco Koch Consulting Engineers, Inc. for the design and contract administration of the Barbara Lane Hike and Bike Trail Improvements in the amount of $63,426.00.
Background:
The City has contracted with Pacheco Koch Consulting Engineers for the preliminary design, survey, construction administration and environmental services on two of the last Hike and Bike Trail Projects, the Whitley Road Safe Routes to School and Shady Grove Trail Connection Projects. This trail connection will add approximately .15 miles of a 10’ wide concrete trail from Barbara Lane to the Big Bear Creek Greenbelt Trail. Once designed, the project will be bid for construction, which will be presented to City Council for approval at that time.
Financial Impact:
The trail design, survey, construction administration and environmental services portion of the project, in the amount of $63,426.00 shall be paid from the Parks Capital Improvement Project Fund with funding from the adopted FY2021-22 Keller Development Corporation Budget. The actual construction of the trail is expected to cost approximately $215,670.00 and shall also be paid from the Parks Capital Improvement Project Fund with funding from the adopted FY2021-22 Keller Development Corporation Budget.
Citizen Input/Board Review:
The new property owners on either side of the proposed trail provided the easement for this project. This trail connection will allow residents who live on Barbara Lane access to the Big Bear Creek Greenbelt Trail. Another project that is in the works will expand this access to residents in the Forest Lakes and Stewart Estates neighborhoods in the near future. This proposed trail connection has been on the Hike and Bike Master Trail Plan since the plans inception in the late 1990’s.

The City Attorney has reviewed the proposed agreement.
