Action Requested:
Consider a resolution authorizing the City Manager to execute an Advance Funding Agreement (AFA) with the Texas Department of Transportation (TxDOT), for the Green Ribbon Program Off-Set, relating to the US 377 Median Landscape Improvement Project in the amount of $80,000.00.
Background:
The City of Keller’s proposed $505,322.00 project for the landscape improvements to the first median on US 377 from Johnson Road towards the north was approved by the Texas Department of Transportation (TxDOT) Fort Worth District as part of the 2026 Green Ribbon Program Off-Set.
The project will landscape the median and include Texas native and adaptive plantings, hardscape, and drip irrigation. Hardscape will include decomposed granite and river rock mulch as well as 12” concrete mow strips to separate hardscape material and an 18” mow strip behind the curb for maintenance and safety.
Green Ribbon Landscape Funds are coordinated and administered in the State of Texas by the Texas Department of Transportation (TxDOT). As part of the requirements for utilizing the federal funds in the Green Ribbon Program, the City has to enter into an Advance Funding Agreement (AFA) with TxDOT. The AFA outlines each party’s responsibilities in the project, including costs. The total project estimated cost is $505,322.00 with the federal project share being $320,000.00, the state project share being $105,322.00, and the local government share for engineering and environmental being estimated at $80,000.00. Any cost overruns are 100% the responsibility of the local government.
Financial Impact:
Funding is included in the Streets Capital Improvement Project Fund with funding provided by the General Fund.
