Action Requested:

Consider a resolution of the City Council of the City of Keller, Texas, approving an agreement with Sydaptic, Inc. to upgrade the Keller Detention Center Access Control System; and authorizing the City Manager to execute all documents and relating thereto on behalf of the City of Keller, Texas.

Background:

Prior to the police department’s current jail being built in 2002, all city facilities, including the police department, were using EMC/Apollo for access control. When the current jail and animal control were built in 2014, Montgomery Technology Systems (MTS) jail access control was installed. The police department has experienced consistent recurring issues with service and timeliness while working with MTS which has resulted in the necessity to consider alternative access control systems.

Sydaptic is a jail specific access control system. Sydaptic is a company which can provide both an upgrade to our access control system and who are certified to service the Southern Folger locks currently utilized in our detention facility. Sydaptic will improve overall service and achieve full system functionality due to its history of integration with the Genetec keycard system.

The Keller Crime Control and Prevention District Board (KCCPD) and City Council approved the initial costs of this entire police department access control project of $250,000 when the 2021-22 KCCPD budget was approved; however, tremendous price increases in technology hardware and supplies over the last year have contributed to the difference in the original budget estimate and current cost.

On Tuesday January 11, 2022, the KCCPD board approved the additional $100,000 to account for the current costs. On Tuesday, February 1, 2022, City Council approved the agreement with DataVox to upgrade the police department’s access control system (police station and campus, except detention center). Datavox is the installer/reseller for the Genetec software to be used in the police campus. Sydaptic is selected as a part of an inter-local agreement with The Colony, Texas, who entered into an agreement with Sydaptic to upgrade their jail access control system.

Financial Impact:

The estimated cost of the detention center portion of the access control project for the police department is $192,385. The KCCPD budget includes $250,000 for the total access control project and estimated costs are $350,000, so a budget amendment may be required to cover the total project costs.

Citizen Input/Board Review:

The KCCPD Board approved the access control project as part of their budget and approved the increased project cost at their January 11, 2022 Board Meeting.
